Title

AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO ENTER INTO A LEASE AGREEMENT WITH HUNTINGTON PUBLIC CAPITAL CORPORATION TO FINANCE THE PURCHASE OF THREE (3) TRANSIT BUSES FOR THE TRANSPORTATION DEPARTMENT UNDER THE OHIO DEPARTMENT OF TRANSPORTATION (ODOT) COOPERATIVE PURCHASE PLAN THEREBY WAIVING COMPETITIVE BIDDING PURSUANT TO GROVEPORT CITY CHARTER SECTION 9.02(B), AND THE DECLARATION OF AN EMERGENCY

Body

WHEREAS, the City is permitted to purchase items under the ODOT Cooperative Purchase Plan; and

 

WHEREAS, Section 9.02 (B) of the Groveport City Charter permits the waiving of competitive bidding where the statutory or common law of Ohio does not require competitive bidding.

 

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GROVEPORT, FRANKLIN COUNTY, OHIO, A MAJORITY OF ITS MEMBERS CONCURRING:

 

Section 1:  That the Administrator is hereby authorized to enter into a Lease Agreement with Huntington Public Capital Corporation to finance the purchase of  three (3) Transit buses for use by the Transportation Department in accordance with the ODOT Cooperative Purchase Plan, thereby waiving competitive bidding pursuant to Section 9.02 (B) of the Groveport City Charter.

 

Section 2That this Ordinance is hereby deemed an emergency measure necessary for the preservation of the health, safety, and general welfare of the community to the extent that this legislation must be enacted in a timely manner to assure that the GREAT Program has the necessary vehicles to provide transportation for workers in the City's industrial parks; WHEREFORE, this Ordinance shall be in full force and effect after passage by Council and signature of the Mayor.
