Title

AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO ENTER INTO A CONTRACT WITH EMH&T FOR DESIGN SERVICES FOR THE WIRT ROAD REALIGNMENT AND MUNICIPAL PARKING LOT REDESIGN PROJECT, WAIVING COMPETITIVE BIDDING PURSUANT TO GROVEPORT CITY CHARTER SECTIONS 9.02(B), 7.03 AND THE DECLARATION OF AN EMERGENCY

Body

WHEREAS, it is necessary for the Administrator to enter into a contract for the above stated project; and

 

WHEREAS, Section 9.02(B) of the Groveport City Charter permits the waiving of competitive bidding where the Statutory or Common Law of Ohio does not require competitive bidding; and

 

WHEREAS, the above-referred design services constitute a professional services contract, and as such, said contract is authorized pursuant to Groveport Charter Section 7.03, Contract Services.

 

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GROVEPORT, FRANKLIN COUNTY, OHIO, A MAJORITY OF ITS MEMBERS CONCURRING:

 

Section 1:  That the Administrator is hereby authorized to enter into a contract with EMH&T for design purposes for the Wirt Road realignment and municipal parking lot redesign project, thereby waiving competitive bidding pursuant to Section 9.02(B) of the Groveport City Charter, as said contract involves a professional services contract and is further authorized under Groveport Charter Section 7.03.

 

Section 2:  That for the reasons stated in the preamble hereto which are made a part hereof, this Ordinance is hereby declared an emergency measure necessary for the preservation of the health, safety, and general welfare of the community to the extent that this legislation must be enacted in a timely fashion to prevent any undue delay with respect to the stated projects; Wherefore, this Ordinance shall take effect and be in full force upon passage by Council and signature of the Mayor.
