Title

AN ORDINANCE AUTHORIZING THE ESTABLISHMENT OF A FLEXIBLE SPENDING FUND AND THE DECLARATION OF AN EMERGENCY

Body

WHEREAS, the City desires to establish an agency fund, the Flexible Spending Fund, under the provisions of Section 5705.09 of the Ohio Revised Code; and,

 

WHEREAS, the City desires to account for all revenues and expenditures associated with its flexible spending accounts thus enhancing accountability and transparency of operations; and,

 

WHEREAS, revenues recorded within the Flexible Spending Fund shall consist of employee contributions and miscellaneous revenues.

 

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GROVEPORT, FRANKLIN COUNTY, OHIO, A MAJORITY OF ITS MEMBERS CONCURRING:

 

Section 1:  That the Finance Director is hereby authorized and directed to establish a Flexible Spending Fund within the accounting system of the City, to include within such receipt and expenditures categories as may be needed from time to time, and to do all other things necessary to make such funds fully operational and appropriate to their purposes.

 

Section 2:  That the Finance Director is further authorized and directed to request certification of such revenues from the County Budget Commission as Council approves appropriations to such fund upon passage of the City's Annual Appropriation Ordinance.

 

Section 3:  That this Ordinance be deemed an emergency measure necessary for the preservation of the health, safety, and general welfare of the community as said legislation must be enacted in a timely manner in order for the City to immediately comply with the State Auditor's requirements for the establishment and utilization of this fund; WHEREFORE, this ordinance shall take effect and be in full force upon its passage by Council and signature of the Mayor.
