AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO SOLICIT INTERESTED ENGINEERS OR ENGINEERING FIRMS TO SUBMIT STATEMENTS OF QUALIFICATIONS, ESTABLISH A PRE-QUALIFIED LIST OF ENGINEERS OR ENGINEERING FIRMS AND ENTER INTO A CONTRACT WITH THE MOST QUALIFIED ENGINEER OR ENGINEERING FIRM(S) FOR VARIOUS ENGINEERING SERVICES

WHEREAS, it is necessary for the City to solicit engineers or engineering firms to submit Statements of Qualifications for various engineering services; and,
WHEREAS, pursuant to Section 7.03 of the Groveport Charter, Engineering and Professional services may be provided by way of contractual arrangements with private persons, firms, corporations or other entities.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GROVEPORT, FRANKLIN COUNTY, OHIO, A MAJORITY OF ITS MEMBERS CONCURRING:
Section 1: That the Administrator is hereby authorized to solicit interested engineers or engineering firms to submit Statements of Qualifications for various engineering services.
Section 2: That the Administrator is hereby authorized to establish a pre-qualified list of engineers and/or engineering firms from which to select for the provision of various engineering services after an evaluation of their qualifications.
Sections 3: That in establishing the stated pre-qualified list, the Administrator shall consider the following:
1. The competence of the engineer or engineering firm to perform the particular engineering services as indicated by the technical training, education, and experience of the engineer, or the personnel of the engineering firm who would be assigned to perform the stated services.
2. The ability of the engineer or engineering firm to perform the required services taking into consideration current work load and the availability of equipment and facilities necessary to complete the requested services.
3. Past performance of the engineer or engineering firm on similar projects.
4. Any other relevant criteria as determined appropriate by the Administrator.
Section 4: That the Administrator is hereby authorized to enter into a contract with the most qualified engineer(s) or engineering firm(s) from the stated pre-qualified list on an as needed basis to perform various engineering services for projects and/or studies.
Section 5: That for the reasons stated in the preamble hereto which are made a part hereof, this Ordinance shall take effect and be in full force from and after the earliest period allowed by law.
