AN ORDINANCE AUTHORIZING THE CITY ADMINISTRATOR TO ENTER INTO AN ECONOMIC DEVELOPMENT AGREEMENT WITH RHS HEALTHCARE SOLUTIONS INC. PURSUANT TO SECTION 718.15 OF THE OHIO REVISED CODE; AND THE DECLARATION OF AN EMERGENCY

WHEREAS, pursuant to Section 718.15 of the Ohio Revised Code a municipal corporation is authorized to grant local income tax credits to a taxpayer to foster job creation in the municipal corporation (the “economic development incentive”); and
WHEREAS, contingent on the City granting this economic development incentive, RHS Healthcare Solutions Inc. intends to relocate their current headquarters and distribution operations from Jacksonville, FL to 5765 Green Pointe Drive North within the city of Groveport, Ohio; and
WHEREAS, RHS Healthcare Solutions Inc. intends to incrementally cause the creation of approximately one hundred and six (106) positions at this site with an associated aggregate annualized payroll (exclusive of benefits) of approximately $8,500,000; and
WHEREAS, RHS Healthcare Solutions Inc. has indicated that receiving this economic development incentive from the City is crucial to their decision to advance the aforementioned relocation and establishment of operations in Groveport; and
WHEREAS, the City desires to increase employment opportunities and encourage the creation of new job opportunities in Groveport in order to improve the overall economic climate of the community for its citizens; and
WHEREAS, emergency action is requested in order to allow for the immediate execution of a lease agreement and to preserve the public health, property, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GROVEPORT, FRANKLIN COUNTY, OHIO, A MAJORITY OF ITS MEMBERS CONCURRING:
Section 1: That, pursuant to O.R.C. Section 718.15, the City Administrator is hereby authorized to enter into an Economic Development Agreement as authorized by Article VIII, Section 13 of the Ohio Constitution with RHS Healthcare Solutions Inc., and related entities, pursuant to the terms as set forth in the Agreement.
Section 2: For the reasons stated in the preamble hereto, which is made a part hereof, that this Ordinance be deemed an emergency measure necessary for the preservation of the health, safety, and general welfare of the community as this legislation must be enacted in a timely manner so that the stated economic development can be in place as soon as possible; Wherefore, this Ordinance shall take effect and be in full force upon passage by Council and signature of the Mayor.
