AN ORDINANCE AUTHORIZING THE CITY ADMINISTRATOR TO PREPARE AND SUBMIT AN APPLICATION TO PARTICIPATE IN THE OHIO PUBLIC WORKS COMMISSION STATE CAPITAL IMPROVEMENT AND/OR LOCAL TRANSPORTATION IMPROVEMENT PROGRAM(S) AND TO EXECUTE CONTRACTS AS THE WEST BIXBY ROAD PAVEMENT REHABILITATION (PHASE 1) PROJECT AND THE DECLARATION OF AN EMERGENCY
Body
 
WHEREAS, the State Capital Improvement Program and the Local Transportation Improvement Program both provide financial assistance to political subdivisions for capital improvements to public infrastructure; and,
 
WHEREAS, the City of Groveport is planning to make capital improvements as part of the West Bixby Road Pavement Rehabilitation (Phase 1); and,
 
WHEREAS, the above-described infrastructure improvement is considered to be a priority need for the community and is a qualified project under the OPWC programs, and in fact, was rated as the City's first most important project.
 
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GROVEPORT, FRANKLIN COUNTY, OHIO, A MAJORITY OF ITS MEMBERS CONCURRING:
 
Section 1: That the City Administrator is hereby authorized to apply to the OPWC for funds as described above.
 
Section 2: That the City Administrator is further authorized to enter into any agreements as may be necessary and appropriate for obtaining this financial assistance.
 
Section 3:  That for the reasons stated in the preamble hereto which are made a part hereof this Ordinance is hereby declared and emergency measure necessary for the preservation of the health, safety, and general welfare of the community to the extent this legislation must be enacted in a timely fashion to assure that the City meets the project deadline established by the Ohio Public Works Commission in order to receive grant funding for this essential public improvement; WHEREFORE, this Ordinance shall take effect and be in full force upon passage by Council and signature of the Mayor.
