AN ORDINANCE AUTHORIZING AND DIRECTING THE ADMINISTRATOR TO DECLARE A CONSTRUCTION ZONE ALONG GROVEPORT ROAD BETWEEN SWISHER ROAD AND GREENPOINTE DRIVE FOR THE DURATION OF THE "GROVEPORT ROAD CR7 & SALTZGABER ROAD T237 IMPROVEMENTS" PROJECT, AND TO TEMPORARILY REDUCE THE LEGAL SPEED LIMIT ON GROVEPORT ROAD TO 35 MILES PER HOUR AND THE DECLARATION OF AN EMERGENCY

WHEREAS, the office of the Franklin County Engineer is administering a construction contract for the interagency capital project known as " Groveport Road CR7 & Saltzgaber Road T237 Improvements" Part 1, which will include Groveport Road improvements in the road segment between Swisher Road and Greenpointe Drive intersections; and,
WHEREAS, the Franklin County Engineer has met with the Groveport City Engineer and requested the City of Groveport's cooperation to declare the work area along Groveport Road to be a construction zone and to consider to temporarily reduce the speed limit for the duration of the construction to 35 mph; and,
WHEREAS, Council has deemed it necessary for reasons of safety during construction of the Groveport Road improvements that a construction zone be established on Groveport Road between Swisher Road and Greenpointe Drive for the duration of the construction activities and that accordingly, the speed limit on Groveport Road in the stated zone shall be reduced on a temporary basis to 35 miles per hour.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GROVEPORT, FRANKLIN COUNTY, OHIO, A MAJORITY OF ITS MEMBERS CONCURRING:
Section 1: That the Administrator is hereby authorized to install traffic control signs along Groveport Road between Swisher Road and Greenpointe Drive to designate a construction zone and to establish a temporary speed limit of 35 miles per hour.
Section 2: That the construction zone designation and traffic control signage, including the speed limit signage, shall remain in place until the City Engineer advises the Administrator in writing that construction in the construction zone is substantially complete and wherein he recommends that the traffic control signage be removed, thus restoring the legal speed limit to that speed that existed prior to construction.
Section 3: That this Ordinance is hereby deemed an emergency measure necessary for the preservation of the health, safety, and general welfare of the community to the extent that the City must have this legislation enacted in a timely fashion so that the temporary construction zone and speed limit can be established as soon as possible to protect the traveling public and construction workers; WHEREFORE, this Ordinance shall be in full force and effect after passage by Council and signature of the Mayor.
