Title

AN ORDINANCE AUTHORIZING THE CITY ADMINISTRATOR TO PREPARE AND SUBMIT AN APPLICATION TO PARTICIPATE IN THE OHIO PUBLIC WORKS COMMISSION STATE CAPITAL IMPROVEMENT AND/OR LOCAL TRANSPORTATION IMPROVEMENT PROGRAM(S) AND TO EXECUTE AGREEMENTS IN CONJUNCTION WITH THE TOY ROAD PROJECT AND THE DECLARATION OF AN EMERGENCY

Body

WHEREAS, the State Capital Improvement Program and the Local Transportation Improvement Program both provide financial assistance to political subdivisions for capital improvements to public infrastructure; and,

 

WHEREAS, the City of Groveport is planning to make capital improvements in conjunction with the Toy Road Project; and,

 

WHEREAS, the above-described infrastructure improvement is considered to be a priority need for the community and is a qualified project under the OPWC programs.

 

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GROVEPORT, FRANKLIN COUNTY, OHIO, A MAJORITY OF ITS MEMBERS CONCURRING:

 

Section 1:  That the City Administrator is hereby authorized to apply to the OPWC for funds as described above.

 

Section 2:  That the City Administrator is further authorized to enter into any agreements as may be necessary and appropriate for obtaining this financial assistance.

 

Section 3:  That is hereby deemed an emergency measure necessary for the preservation of the health, safety, and general welfare of the community to the extent that this legislation must be enacted in a timely fashion in order for the City to meet the application deadline of September 2018; WHEREFORE, this Ordinance shall be in full force and effect after passage by Council and signature of the Mayor.
