AN ORDINANCE AMENDING ORDINANCE NO. 15-083 AUTHORIZING THE ESTABLISHMENT OF THE COLUMBUS WATER MAINTENANCE FUND

WHEREAS, the City has created a Columbus Water Maintenance Fund under the provisions of Section 5705.09 of the Ohio Revised Code; and,
WHEREAS, the City will continue to account for all revenues and expenditures associated with water surcharge payments received from the City of Columbus as well as other revenues received thus enhancing accountability and transparency of operations; and,
WHEREAS, revenues recorded within the Columbus Water Maintenance Fund shall consist of surcharge payments received from the City of Columbus, other revenues, and transfers from allowable funds (as deemed necessary).
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GROVEPORT, FRANKLIN COUNTY, OHIO, A MAJORITY OF ITS MEMBERS CONCURRING:
Section 1. That the Columbus Water Maintenance Fund, an enterprise fund, shall continue to be reported within the accounting system chart of accounts.
Section 2. That all money derived from said surcharge shall be credited to the water surcharge fund. Said fund shall be used for the payment of the cost of management, maintenance and repair of the water distribution system of the City. Any balance in such fund may be used for the construction, general maintenance, and reconstruction of the water distribution system including repair and/or replacement of fire hydrants and for the payment of the interest on any debt incurred for the construction thereof.
Section 3. Upon approval, the Finance Director is hereby authorized and directed to account for revenues and expenditures per Section 2 within the accounting system of the City, to include within such receipt and expenditure categories as may be needed from time to time, and to do all other things necessary to make such funds fully operational and appropriate to their purposes.
