AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO ADD FOUR PATROL POSITIONS IN THE POLICE DEPARTMENT IN THE CITY OF GROVEPORT, THEREBY INCREASING STRENGTH OF STAFF TO TWENTY SEVEN (27) AND THE DECLARATION OF AN EMERGENCY

WHEREAS, it has been determined necessary to add four (4) patrol positions in the Groveport Police Department to address staffing needs in said department; and,
WHEREAS, pursuant to Section 3.01 (A)(4) of the Groveport City Charter, Council can establish or authorize the number of employees in the various offices, departments, divisions, bureaus, boards, and commissions of the Municipality.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GROVEPORT, FRANKLIN COUNTY, OHIO, A MAJORITY OF ITS MEMBERS CONCURRING:
Section 1: That the Administrator is hereby authorized to add four (4) Police Officers to the Police Department.
Section 2: That the authorized strength of staff for the Department as set forth in Section 1 above shall be modified accordingly to reflect the change in staffing levels as a result of the duly authorized actions of the Administrator.
Section 3: That given the fact that the Mayor, Administrator, and Chief of Police recognize that the stated increase in staff is only necessary until June 30, 2023 to address reductions in trained staff in critical bureaus due to impending retirements, the strength of staff in the Police Department shall decrease by three officers on said date to reflect a strength of staff of twenty four (24) officers.
Section 4: That this Ordinance is hereby deemed an emergency measure necessary for the preservation of the health, safety, and general welfare of the community to the extent that this legislation must be enacted in a timely fashion so that the Police Department is not without adequate staffing in critical positions; WHEREFORE, this Ordinance shall be in full force and effect after passage by Council and signature of the Mayor.
