AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO ENTER INTO A LICENSING AGREEMENT WITH THE HOMEOWNER"S ASSOCIATION (HOA) OF THE ELMONT PLACE SUBDIVISION AND THE DECLARATION OF AN EMERGENCY

WHEREAS, the Homeowner's Association (HOA) of Elmont Place is desirous of installing security cameras in a portion of the City's right-of-way in the Elmont Place subdivision; and,
WHEREAS, the City has no objection to the installation of said security cameras provided a licensing agreement is executed by Elmont Place HOA setting forth its responsibilities and obligations in this limited use of the City's right-of-way.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GROVEPORT, FRANKLIN COUNTY, OHIO, A MAJORITY OF ITS MEMBERS CONCURRING:
Section 1: That the Administrator is hereby authorized to enter into a licensing agreement with Elmont Place HOA to allow the installation of security cameras in the City's right-of-way as set forth and/or depicted in said agreement.
Section 2: That this Ordinance is hereby deemed an emergency measure necessary for the preservation of the health, safety, and general welfare of the community to the extent that this legislation must be enacted in a timely fashion to assure that the stated cameras are in place thereby promoting a safer environment in the Elmont Place subdivision; WHEREFORE, this Ordinance shall be in full force and effect after passage by Council and signature of the Mayor.
