A RESOLUTION ADOPTING THE FIVE YEAR CAPITAL IMPROVEMENT FUND PLAN AND THE DECLARATION OF AN EMERGENCY

WHEREAS, Council has deemed it necessary to plan the City's long term financial needs; and
 
WHEREAS, City Staff  presented to Council a proposed five year Capital Improvement Fund Plan for calendar years 2013-2017; and
 
WHEREAS, Council has reviewed these proposed financial plans on several occasions.
 
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GROVEPORT, FRANKLIN COUNTY, OHIO, A MAJORITY OF ITS MEMBERS CONCURRING:
 
Section 1:  That the five year Capital Improvement Fund Plan is hereby approved and adopted.
 
Section 2:  That this Ordinance is hereby deemed an emergency measure necessary for the preservation of the health, safety, and general welfare of the community to the extent that the adoption of said Plans in a timely fashion will enable the City to implement essential Capital Improvement Projects as soon as possible; wherefore, this Resolution shall be in full force and effect from and after the passage by Council and signature of the Mayor.
