AN ORDINANCE ESTABLISHING BILLING RATES FOR WATER, SEWER, CLEAN RIVER AND STORMWATER UTILITIES

WHEREAS, it is necessary that the City increase its billing rates for water, sewer, clean river and stormwater utilities to address the increase in operating expenses, maintenance expenses and capital expenses necessary to provide positive cash flows; and,
WHEREAS, it is necessary that the City increase its billing rates for water, sewer, clean river and stormwater utilities to reduce the subsidy of money from other funds to off-set current operating expenses, maintenance expenses and capital expenses in order for the water fund, sewer fund (which includes clean river charges) and stormwater fund to remain cash flow positive.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GROVEPORT, FRANKLIN COUNTY, OHIO, A MAJORITY OF ITS MEMBERS CONCURRING:
Section 1: That the billing rates for water usage, sewer usage and clean river usages shall increase to the following rates per one thousand (1,000) gallons effective the billing period December 16, 2024 through March 15, 2025, with a bill date April 1, 2025. The following rates shall be in effect in their entirety for four billing cycles until resetting for the billing cycle beginning December 16th each calendar year.

Section 2: That the billing rates for stormwater usage shall increase to the following rates per 1 equivalent residential unit effective the billing period January 1, 2025 through June 30, 2025, with a bill date of July 1, 2025. The following rates shall be in effect in their entirety until resetting for the billing period January through June each succeeding calendar year.
