AN ORDINANCE AUTHORIZING AND DIRECTING THE ADMINISTRATOR TO INSTALL FOUR-WAY STOP SIGN TRAFFIC CONTROL AT THE INTERSECTION OF EBRIGHT ROAD AND BIXBY ROAD, AND THE DECLARATION OF AN EMERGENCY

WHEREAS, due to continuing incidents of traffic accidents at the intersection of Ebright Road and Bixby Road, the City Administrator engaged engineering consultant Arcadis/IBI Group to conduct a traffic engineering study of the intersection and to prepare a final report, which was received and reviewed by the City Engineer; and,
WHEREAS, the consultant's traffic engineering study dated March 5, 2024, includes findings that conclude that a multi-way "Stop Warrant" is met; and,
WHEREAS, the consultant's traffic engineering study recommends to install four-way Stop-signs on both Ebright Road and Bixby Road at the intersection, including new advance stop ahead signs on all approaches to the intersection on Ebright Road and Bixby Road, to be positioned and sized pursuant to the latest edition of the Ohio Department of Transportation's (ODOT) traffic engineering manual of uniform traffic control devices; and,
WHEREAS, Council has deemed it necessary for the health, safety and welfare of the residents of the city of Groveport to establish four-way stop traffic control and to install appropriate devices/signs at the intersection of Ebright Road and Bixby Road.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GROVEPORT, FRANKLIN COUNTY, OHIO, A MAJORITY OF ITS MEMBERS CONCURRING:
Section 1: That the Administrator is hereby authorized to install the following traffic control devices/signs at the intersection of Ebright Road and Bixby Road:
a) "Stop" with "All-Way" signs, to be placed on Ebright Road and Bixby Road at the intersection.
b) Stop-sign ahead signs (ODOT W3-1) to be placed on all four approaches to the intersection pursuant to ODOT standards.
