AN ORDINANCE AUTHORIZING A DONATION IN THE AMOUNT OF $5,000.00 TO THE CENTER FOR GROVEPORT-MADISON HUMAN NEEDS (HUMAN NEEDS), A PRIVATE NON-PROFIT CORPORATION, APPROPRIATING SAID SUM FROM THE LOCAL CORONAVIRUS RELIEF FUND IN LEGISLATIVE 223.12.52420, TO FINANCE THE DONATION

WHEREAS, the Council for the City of Groveport desires to make a donation to the Center for Groveport-Madison Human Needs in the amount of $5,000.00 limited to allowable purposes set forth by the United States Department of the Treasury and the Ohio Office of Budget and Management, in order to provide needed assistance to City of Groveport residents.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GROVEPORT, FRANKLIN COUNTY, OHIO, A MAJORITY OF ITS MEMBERS CONCURRING:
Section 1: That a donation shall be made in the amount of $5,000.00 to Human Needs provided that Human Needs accounts for the donation and spends the money received only on allowable and permitted uses governed by the United States Department of the Treasury and the Ohio Office of Budget and Management.
Section 2: That the donation of $5,000.00 shall be appropriated from the Local Coronavirus Relief Fund in 223.12.52420, to finance the donation.
Section 3: That Human Needs acknowledges the donation received is federal funds passed through from the City of Groveport which requires the City of Groveport to monitor how the funds received are expended. Human Needs acknowledges they will expend the money in full no later than October 15, 2020 and any unspent funds will be returned to the City of Groveport. Furthermore, Human Needs acknowledges they will provide supporting documentation of all expenses paid from said donation no later than October 30, 2020.
Section 4: That this Ordinance shall take effect and be in full force from and at the earliest time provided by law.
