AN ORDINANCE AUTHORIZING THE CITY ADMINISTRATOR TO ENTER INTO A NON-BINDING MEMORANDUM OF UNDERSTANDING WITH ADDISON GROVEPORT DEVELOPMENT COMPANY, LLC RELATED TO THE PROPOSED REZONING AND DEVELOPMENT OF CURRENT FRANKLIN COUNTY TAX PARCELS 180-000959, 180-000326, 180-001486, 180-000437, 180-000212 AND 180-000329

WHEREAS, this legislation authorizes the City Administrator to enter into a non-binding Memorandum of Understanding with Addison Groveport Development Company, LLC (hereinafter the “Developer”); and,

WHEREAS, the Developer intends to acquire real property currently known as Franklin County Tax Parcels 180-000959, 180-000326, 180-001486, 180-000437, 180-000212 and 180-000329, (collectively, the “Site”) consisting of +/- 295.86 acres located east of Ebright Rd., west of Rager Rd., and on both the north and south side of Sims Rd; and,

WHEREAS, Groveport City Council adopted Ordinance 2025-017 on July 14, 2025 accepting the annexation of the Site into the City of Groveport; and,

WHEREAS, the Developer intends to (i) develop the Site, subject to market conditions, into a multiple use residential development including single-family homes, townhomes, multi-family housing, and mixed-use (i.e. commercial space comingled with residential units) structures (collectively the “Development”) and (ii) construct certain Public Infrastructure Improvements (as defined below) in support of the Development; and,

WHEREAS, the non-binding Memorandum of Understanding will outline the plans and certain commitments of both the Developer and the City as it relates to the financing of various public improvements including, but not limited to, roadways, sidewalks, streets, traffic signalization, water mains, sanitary sewer mains, storm sewers and retention basins and outlets, bike paths, open space, parks, and public signage to the Development (the “Public Infrastructure Improvements”).
