Title

AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO PURCHASE A FREIGHTLINER M2 106 CAB, CHASSIS, SNOW EQUIPMENT, AND UPFIT FOR THE PUBLIC WORKS DEPARTMENT UNDER THE STATE OF OHIO COOPERATIVE PURCHASE PLAN THEREBY WAIVING COMPETITIVE BIDDING PURSUANT TO GROVEPORT CITY CHARTER SECTION 9.02(B) AND THE DECLARATION OF AN EMERGENCY

Body

WHEREAS, the City is permitted to purchase items under the State of Ohio Cooperative Purchase Plan; and

 

WHEREAS, Section 9.02 (B) of the Groveport City Charter permits the waiving of competitive bidding where the statutory or common law of Ohio does not require competitive bidding.

 

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GROVEPORT, FRANKLIN COUNTY, OHIO, A MAJORITY OF ITS MEMBERS CONCURRING:

 

Section 1:  That the Administrator is hereby authorized to purchase a Freightliner M2 106 cab and chassis, in the amount of $95,961, ODOT contract #023-23 and snow equipment and upfit from Concord Road Equipment in the amount of $125,485.55, Ohio State Term Schedule #800925, Index #STS515, for the Public Works Department in accordance with the State of Ohio Cooperative Purchase Plan, thereby waiving competitive bidding pursuant to Section 9.02 (B) of the Groveport City Charter.

 

Section 2:  That this Ordinance is hereby deemed an emergency measure necessary for the preservation of the health, safety, and general welfare of the community to the extent that this legislation must be enacted in a timely fashion so that the City can take advantage of competitive pricing for said equipment off of the current State bid list; WHEREFORE, this Ordinance shall be in full force and effect after passage by Council and signature of the Mayor.
