AN ORDINANCE AUTHORIZING THE ESTABLISHMENT OF THE COLUMBUS SEWER MAINTENANCE FUND

WHEREAS, the City desires to establish a Columbus Sewer Maintenance Fund pursuant to Section 5705.09 of the Ohio Revised Code; and,
WHEREAS, the City desires to account for all revenues and expenditures associated with sewer surcharge payments received from the City of Columbus, as well as other revenues received, thus enhancing accountability and transparency of sanitary sewer operations; and,
WHEREAS, revenues recorded within the Columbus Sewer Maintenance Fund shall consist of surcharge payments received from the City of Columbus, other revenues, and transfers from allowable funds (as deemed necessary).
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GROVEPORT, FRANKLIN COUNTY, OHIO, A MAJORITY OF ITS MEMBERS CONCURRING:
Section 1. That there is hereby established a new enterprise fund, the Columbus Sewer Maintenance Fund.
Section 2. That all money derived from the aforementioned surcharge shall be credited to the sanitary sewer surcharge fund. Said fund shall be used for the payment of the cost of management, maintenance, operation and repair of the sewerage system of the City, or for the enlargement or replacement of said system, for construction and reconstruction of main and interceptor storm sewers, and for the payment of the interest on any debt incurred for the construction thereof.
Section 3. Upon approval, the Finance Director is hereby authorized and directed to establish such fund within the accounting system of the City, to include within such receipt and expenditure categories as may be needed from time to time, and to do all other things necessary to make such funds fully operational and appropriate to their purposes.
Section 4. That for the reasons stated in the preamble hereto which are made a part hereof, this Ordinance shall take effect and be in full force from and after the earliest period allowed by law.
