Title
AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO ENTER INTO A CONTRACT WITH HD SUPPLY FOR THE PURCHASE OF WATER METERS/BILLING SOFTWARE SYSTEM, ALL NECESSARY APPURTENANCES AND WAIVING COMPETITIVE BIDDING PURSUANT TO GROVEPORT CITY CHARTER SECTION 9.02(B)
Body
WHEREAS, it is necessary for the Administrator to enter into a contract for the purchase of water meters/billing software system and all necessary appurtenances; and
 
WHEREAS, Section 9.02(B) of the Groveport City Charter permits the waiving of competitive bidding where the Statutory or Common Law of Ohio does not require competitive bidding; and
 
WHEREAS, the water meters/billing software system and appurtenant components involve a single source provider, HD Supply.
 
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GROVEPORT, FRANKLIN COUNTY, OHIO, A MAJORITY OF ITS MEMBERS CONCURRING:
 
Section 1:  That the Administrator is hereby authorized to enter into a contract with HD Supply for the purchase of water meters/billing software system and appurtenant components for the City's water utility, thereby waiving competitive bidding pursuant to Section 9.02(B) of the Groveport City Charter, as said contract involves the purchase of water meters/billing software system and appurtenant components from a single source provider.
 
Section 2:  That for the reasons stated in the preamble hereto which are made a part hereof, this Ordinance shall take effect and be in full force from and after the earliest period allowed by law.
