AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO MAKE APPLICATION FOR A GRANT, ACCEPT SAID GRANT, AND ENTER INTO A CONTRACT WITH PLAYCORE, INC. DBA, GAMETIME AND WAIVING COMPETITIVE BIDDING PURSUANT TO GROVEPORT CITY CHARTER SECTION 9.02(B) AND THE DECLARATION OF AN EMERGENCY

WHEREAS, it is necessary for the Administrator to make application for a grant, accept said grant, and enter into a contract for the purchase and installation of playground equipment in the Founder's Bend Subdivision.
WHEREAS, Section 9.02(B) of the Groveport City Charter permits the waiving of competitive bidding where the Statutory or Common Law of Ohio does not require competitive bidding; and
WHEREAS, the purchase and installation of said equipment involves a single source provider, GameTime.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GROVEPORT, FRANKLIN COUNTY, OHIO, A MAJORITY OF ITS MEMBERS CONCURRING:
Section 1: That the Administrator is hereby authorized to make application for a grant, accept said grant and enter into a contract with PlayCore Inc., dba, GameTime for the purchase and installation of playground equipment in the Founder's Bend Subdivision, thereby waiving competitive bidding pursuant to Section 9.02(B) of the Groveport City Charter, as said contract involves a grant/purchasing process and playground equipment from a single source provider which will enable the City to take advantage of a tremendous savings in cost as to the purchase and installation of said equipment.
Section 2: That this Ordinance is hereby deemed an emergency measure necessary for the preservation of the health, safety, and general welfare of the community to the extent that said legislation must be enacted in a timely fashion to assure that the City is able to take advantage of beneficial pricing which is only available through the end of this year; Wherefore, this Ordinance shall be in full force and effect from and after the passage by Council and signature of ...
