AN ORDINANCE AMENDING THE RECREATION CENTER CAPITAL ACCOUNT FUND AND RESCINDING ORDINANCE NO. 2019-047 (ADOPTED 11/12/2019)

WHEREAS, in its review of the Groveport Recreation Center’s operating revenues, Council concluded that it would be desirable to set aside a portion of the Recreation Center’s gross revenue for capital expenditures and equipment.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GROVEPORT, FRANKLIN COUNTY, OHIO, A MAJORITY OF ITS MEMBERS CONCURRING:
Section 1: That effective January 1, 2024, the Recreation Center Capital Account Fund shall be funded each year by applying five percent (5%) of the Recreation Center’s gross revenues, excluding debt and lease revenues, recorded therein; said fund shall be used for any known or unknown non-payroll expense related to recreation operations. Further, the fund balance shall not be capped or limited.
Section 2: That the Finance Director is further authorized and directed to request certification of such revenues from the County Budget Commission as Council approves appropriations to such fund upon passage of the City's Annual Appropriation Ordinance.
Section 3: That this Ordinance shall take effect and be in full force from and after the earliest period allowed by law.
