AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO NEGOTIATE AND ENTER INTO AN INTER-AGENCY COOPERATIVE AGREEMENT WITH THE FRANKLIN COUNTY ENGINEER IN RELATION TO THE HENDRON ROAD RECONSTRUCTION PROJECT AND THE DECLARATION OF AN EMERGENCY

WHEREAS, Hendron Road between Main Street and Cherry Blossom Drive will have common utility to the general public of Franklin County as well as to the citizens of the City of Groveport, and as it is an important roadway on the county and municipal highway system for through traffic, and the public interest demands its construction; and
WHEREAS, the corporate boundary of the City of Groveport crosses Hendron Road at a point approximately 200 feet south of the intersection of Hendron Road and Glendening Drive and as such, north of this corporate boundary the existing Hendron Road right-a-way is the jurisdiction of Franklin County, and south of this corporate boundary the existing Hendron Road right-a-way is the jurisdiction of the City of Groveport; and
WHEREAS, Franklin County through the County Engineer, the City of Groveport through its City Administrator, do hereby mutually agree to cooperate in the planning, design and construction of the project.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GROVEPORT, FRANKLIN COUNTY, OHIO, A MAJORITY OF ITS MEMBERS CONCURRING:
Section 1: That the Administrator is hereby authorized to negotiate and enter into an inter-agency cooperative agreement with the Franklin County Engineer in relation to the Hendron Road Reconstruction Project to ensure the Hendron Road Reconstruction Project is completed in a cooperative manner.
Section 2: That this Ordinance is hereby deemed an emergency measure necessary for the preservation of the health, safety, and general welfare of the community to the extent that this legislation must be enacted in a timely manner so that the City can meet the project schedule requirements of the project funding agency, being the Ohio Public Wor...
