AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO ENTER INTO A CONTRACT WITH CSC FOR THE PURCHASE OF COMPUTER HARDWARE, SOFTWARE AND INFORMATION TECHNOLOGY (IT) SERVICES AND WAIVING COMPETITIVE BIDDING PURSUANT TO GROVEPORT CITY CHARTER SECTION 9.02(B) AND THE DECLARATION OF AN EMERGENCY
Body
WHEREAS, it is necessary for the Administrator to enter into a contract for the purchase of computer hardware, software and IT services; and

WHEREAS, Section 9.02(B) of the Groveport City Charter permits the waiving of competitive bidding where the Statutory or Common Law of Ohio does not require competitive bidding; and

WHEREAS, the new police department's IT system involves a single source provider, CSC.

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GROVEPORT, FRANKLIN COUNTY, OHIO, A MAJORITY OF ITS MEMBERS CONCURRING:

Section 1: That the Administrator is hereby authorized to enter into a contract with CSC for the purchase of computer hardware, software and IT services for the City's police department, thereby waiving competitive bidding pursuant to Section 9.02(B) of the Groveport City Charter, as said contract involves the purchase of computer services from a single source provider and this will enable the new police department's IT system to be compatible with the City's other computer systems and/or networks.

Section 2: That for the reasons stated in the preamble hereto which are made a part hereof, this Ordinance is hereby declared an emergency measure necessary for the preservation of the health, safety, and general welfare of the community to the extent that this legislation must be enacted in a timely fashion so that the City's new Police Department will be operational as soon as possible.
