Title
AN ORDINANCE AMENDING ORDINANCE 14-036 (ADOPTED 9/8/2014) THE ESTABLISHMENT OF A GOLF COURSE FUND AND THE DECLARATION OF AN EMERGENCY
Body
WHEREAS, the City desires to establish a Golf Course Fund under the provisions of Section 5705.09 of the Ohio Revised Code; and,

WHEREAS, the City desires to account for all revenues and expenditures associated with its golf course thus enhancing accountability and transparency of operations; and,

WHEREAS, revenues recorded within the Golf Course fund shall consist of user charges, miscellaneous sales, and transfers from the General Fund (as considered necessary).

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GROVEPORT, FRANKLIN COUNTY, OHIO, A MAJORITY OF ITS MEMBERS CONCURRING:

Section 1: That the Finance Director is hereby authorized and directed to establish a Golf Course Fund within the accounting system of the City, to include within such receipt and expenditures categories as may be needed from time to time, and to do all other things necessary to make such funds fully operational and appropriate to their purposes.

Section 2: That the Finance Director is further authorized and directed to request certification of such revenues from the County Budget Commission as Council approves appropriations to such fund upon passage of the City's Annual Appropriation Ordinance.

Section 3: That Council hereby mandates and commits that all receipts recorded in this fund which include but are not limited to, user charges, miscellaneous sales and transfers from the General Fund (as considered necessary) shall only be used for Golf Course Fund operations.

Section 4: That this Ordinance be deemed an emergency measure necessary for the preservation of the health, safety, and general welfare of the community as said legislation must be enacted in a timely manner in order for the City to immediately comply with the State Auditor's requirements for the establishment and utilization of this fund; WHEREFORE, t...
