AN ORDINANCE AUTHORIZING THE CHARITY NEWSIES SALE AND THE DECLARATION OF AN EMERGENCY

WHEREAS, the Charity Newsies are requesting permission from the Council to solicit in the City for their annual Charity Newsies sale.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GROVEPORT, FRANKLIN COUNTY, OHIO, A MAJORITY OF ITS MEMBERS CONCURRING:
Section 1: That pursuant to Groveport Code Section 371.06 and other sections, the Charity Newsies are hereby granted permission to solicit contributions along the highways within the corporation limits on Saturday, December 10, 2016, 8:30 a.m. to 3:00 p.m. for charitable purposes.
Section 2: That the Charity Newsies are required to notify the Administrator and/or the Chief of Police, forty-eight hours prior to the date of their collection.
Section 3: That this Ordinance be deemed an emergency measure necessary for the preservation of the health, safety and general welfare of the community to the extent that this legislation must be enacted in a timely manner in order to allow the Charity Newsies sale to be conducted within the City limits on the date stated. WHEREFORE, this Ordinance shall take effect and be in full force upon its passage by Council and signature of the Mayor.
