Title

AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO ENTER INTO EASEMENT AGREEMENTS WITH THE FOLLOWING THREE PROPERTY OWNERS IN RELATION TO THE WEST BIXBY ROAD RECONSTRUCTION PROJECT, PHASE 1:  DINU M. REHNER AND JANE GOLDBERG, COLUMBUS AND FRANKLIN COUNTY METRO PARKS, AND AMERICAN ELECTRIC POWER COMPANY AND THE DECLARATION OF AN EMERGENCY

Body

WHEREAS, it is necessary to obtain easement agreements from three property owners in relation to the West Bixby Road Reconstruction Project, Phase 1; and

 

WHEREAS, to accept said easements it is necessary for the Administrator to execute easement agreements.

 

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GROVEPORT, FRANKLIN COUNTY, OHIO, A MAJORITY OF ITS MEMBERS CONCURRING:

 

Section 1:                     That the Administrator is hereby authorized to accept the easements and execute any instruments necessary to accept said easements, with the following three (3) property owners: Dinu M. Rehner and Jane Goldberg, Columbus and Franklin County Metro Parks, and American Electric Power Company.

 

Section 2:                     That for the reasons stated in the preamble hereto which are made a part hereof, this Ordinance is hereby declared to be an emergency measure necessary for the preservation of the health, safety, and general welfare of the community to the extent that the City will not be able to complete the public improvements associated with said project unless said easement agreements are executed in a timely fashion; WHEREFORE, this Ordinance shall take effect and be in full force upon passage by the Council and signature of the Mayor.
