AN ORDINANCE WAIVING COMPETITIVE BIDDING FOR THE FRONT ENTRANCE BARN PROJECT AT THE LINKS OF GROVEPORT AND AUTHORIZING DESIGN-BUILD DELIVERY METHOD AND DESIGN-BUILDER SELECTION

WHEREAS, The City of Groveport, plans to demolish an existing building at the entrance to the Links at Groveport and construct a new utility barn at said location (the "Project"); and,
WHEREAS, The Administrator has selected the design-build delivery method for the Project; and,
WHEREAS, Pursuant to Groveport Charter, Sections 7.03 and 902(B), Council desires to waive the competitive bidding requirement with respect to the contract for the Project; and,
WHEREAS, Under Ohio Revised Code (O.R.C.), Section 153.502, delivery method is recognized as a lawful exception or alternative to competitive bidding; and,
WHEREAS, Consistent with the foregoing Charter and O.R.C. provisions, Council wishes to authorize the Administrator to seek proposals for the Project from no less than 3 potential design-build firms, selected at the City's discretion, consider responses, and award the contract for the Project.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GROVEPORT, FRANKLIN COUNTY, OHIO, A MAJORITY OF ITS MEMBERS CONCURRING:
Section 1: That Council hereby waives competitive bidding pursuant to Groveport Charter Section 7.03 and 9.02 (B) and O.R.C. Section 153.502 and as such, the Administrator is hereby authorized to immediately seek proposals from no less than 3 potential design-build firms selected at the City's discretion, consider responses received, and award the design-build contract for the Project.
Section 2: That this Ordinance shall take effect and be in full force from and after the earliest period allowed by law.
