Title
AN ORDINANCE AUTHORIZING THE ESTABLISHMENT OF A LOCAL FISCAL RECOVERY FUND AND THE DECLARATION OF AN EMERGENCY
Body
WHEREAS, the City desires to establish a Local Fiscal Recovery Fund (Fund Number 225) under the provisions of Section 5705.09 of the Ohio Revised Code; and,

WHEREAS, the City desires to account for all revenues and expenditures associated with the American Rescue Plan Act of 2021 thus enhancing accountability and transparency of operations; and,

WHEREAS, revenues recorded within the Local Fiscal Recovery Fund shall consist of federal assistance reported under the Catalog of Federal Domestic Assistance number (CFDA number) 21.027. Fund balance within the Local Fiscal Recovery Fund shall be considered restricted for financial reporting.

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GROVEPORT, FRANKLIN COUNTY, OHIO, A MAJORITY OF ITS MEMBERS CONCURRING:

Section 1: That the Finance Director is hereby authorized and directed to establish a Local Fiscal Recovery Fund within the accounting system of the City, to include within such receipt and expenditures categories as may be needed from time to time, and to do all other things necessary to make such funds fully operational and appropriate to their purposes.

Section 2: That the Finance Director is further authorized and directed to request certification of such revenues from the County Budget Commission as Council approves appropriations to such fund upon passage of the City's Appropriation Ordinance.

Section 3: That this Ordinance is hereby deemed an emergency measure necessary for the preservation of the health, safety, and general welfare of the community to the extent that this account must be established as soon as possible as the creation of said fund is a condition precedent to the City's ability to receive American Rescue Plan Act of 2021 funding; WHEREFORE, this Ordinance shall be in full force and effect after passage by Council and signature of the Mayor.
