Title
AN ORDINANCE AUTHORIZING THE ESTABLISHMENT OF A ONEOHIO OPIOID SETTLEMENT FUND AND THE DECLARATION OF AN EMERGENCY
Body
WHEREAS, the City desires to establish a OneOhio Opioid Settlement Fund (Fund Number 226) under the provisions of Section 5705.09 of the Ohio Revised Code; and,

WHEREAS, the City desires to account for all revenues and expenditures associated with the settlement agreement between the State of Ohio and the three largest distributors of opioids in a manner consistent with the “Approved Purposes” definition in the OneOhio memorandum of understanding (MOU); and,

WHEREAS, revenues recorded within the OneOhio Opioid Settlement Fund shall be used for evidence-based forward-looking strategies, programming and services used to (i) expand the availability of treatment for individuals affected by substance use disorders, (ii) develop, promote and provide evidence-based substance use prevention strategies, (iii) provide substance use avoidance and awareness education, (iv) decrease the oversupply of licit and illicit opioids, and (v) support recovery from addiction services performed by qualified and appropriately licensed providers. Fund balance within the OneOhio Opioid Settlement Fund shall be considered restricted for financial reporting purposes.

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GROVEPORT, FRANKLIN COUNTY, OHIO, A MAJORITY OF ITS MEMBERS CONCURRING:

Section 1: That the Finance Director is hereby authorized and directed to establish a OneOhio Opioid Settlement Fund within the accounting system of the City, to include within such receipt and expenditures categories as may be needed from time to time, and to do all other things necessary to make such funds fully operational and appropriate to their purposes, including the retroactive application and/or administration of this ordinance to the date the federal money was received, July 15, 2022.
